HOUSE PASSES DEFENSE BILL ALLOWING GTMO DETAINEES MORE TIME TO ENJOY AMERICA'S LITTLE SLICE OF CARIBBEAN PARADISE - Mike McAuliff: "A worsening hunger strike and a fresh plea by President Barack Obama to close the Guantanamo Bay prison fell on deaf ears in Congress Friday, as the House of Representatives voted to keep the increasingly infamous jail open. The House voted to make it harder for Obama to begin shifting inmates, adding a restriction to the National Defense Authorization Act of 2014 that bars any of the roughly 56 prisoners who have been cleared by military and intelligence officials to be sent to Yemen from being transferred there for one year. Some 30 other Gitmo inmates of the 166 kept there have also been cleared for release...The House votes run contrary not just to what the president asked for, but also to the hopes of the Senate Armed Services Committee, which voted Thursday in its version of the NDAA to ease restrictions on transferring prisoners." AT LEAST IT'S NOT ABOUT THE MUSLIM BROTHERHOOD? - Chuck Grassley butting heads with the Weiner-Abedin household? Someone hand Fox News a towel. Politico: "Sen. Chuck Grassley (R-Iowa), the ranking member on the Judiciary Committee, is asking the State Department to answer a list of questions about Hillary Clinton aide Huma Abedin's role there and whether she was allowed to trade on "political intelligence" while she was a consultant allowed to represent other clients, POLITICO has learned." Everything is bigger in Texas, including pay discrepancies: "Texas Gov. Rick Perry (R) has vetoed a bill meant to prevent wage discrimination against women. An aide to state Rep. Senfronia Thompson (D), who authored the equal pay bill, HB 950, said Perry's office called on Friday to say he had vetoed it. State Sen. Wendy Davis (D), who introduced the Senate version of the legislation, told the Texas Tribune that she had received the same call." [HuffPost's Amanda Terkel]

GANG TURNS ON MEMBER - Chuck Schumer is regretting that matching tribal tattoo he got with Marco Rubio. Greg Sargent: "Republican and Democratic senators in the 'gang of eight' immigration reform group gave Marco Rubio an earful at a private meeting this week, telling him they were frustrated with his public embrace of overly conservative border security measures and his failure to adequately communicate with them over strategy, which they said was putting reform at risk, I'm told. ... Publicly, Senators have mostly remained mum as Rubio has flirted with conservative demands for more border security. But in the private meeting, Republican and Democratic senators in the gang of eight expressed 'frustration' with Rubio over the manner in which he publicly embraced the John Cornyn amendment, which mandates hard border security 'triggers' as a precondition for citizenship in a manner Dems find unacceptable, the source tells me." OBAMA SENDS NICE THANK YOU GIFTS - Rufus Gifford, who served as finance director for the Obama campaign and helped him raise over $1 billion, was nominated as ambassador to Denmark. Other ambassador nominations: Liliana Ayalde to Brazil, James Costos to Spain, John B. Emerson to Germany, Ken Hackett to the Vatican and Patricia Marie Haslach to Ethiopia. [AP]

News from LeftyLand: Kelly Craighead is stepping down as head of the Democracy Alliance. She'll be temporarily replaced by Julie Kohler, currently the COO and EVP, until they find a permanent president. Also interestingly, Paul Eggerman has been named to the DA board. He was Elizabeth Warren's finance person, so that gives her better access to a national pool of big liberal donors.

BATTLE OF SEATTLE 14-YEAR REUNION THIS WEEKEND - A gaggle of balding anarchists reunite in Colorado this weekend, where they'll swap jail stories from the 1999 WTO protests before complaining about the office politics at their establishment political job. Flaming radical-turned-DC-socialite Ilyse Hogue, head of NARAL Pro-Choice America, will wed liberal consultant-dude John Neffinger in Crested Butte, of course.The Seattle folks will no doubt be looking down on the pitiful ones who missed Seattle, but were *totally* there for A16 in DC.

TRENT FRANKS FUNDRAISING OFF OF RAPE COMMENTS - Too bad for Franks you can't max out contributions from yourself, your spouse and that little guy bouncing around in your wife's belly. Amanda Terkel: "Since Rep. Trent Franks (R-Ariz.) claimed earlier this week that it's incredibly rare for women to become pregnant from rape, he has been under fire from women's rights groups, Democrats and even some members of his own party. Instead of running from his remarks, however, he's attempting to cash in and raise money out of the controversy. 'NARAL, Planned Parenthood and the taxpayer-funded abortion lobby is attacking me for one reason -- I'm 100 percent unapologetically pro-life and I won't back down,' he wrote in an email to supporters on Thursday, according to the Arizona Republic. 'Will you contribute $25, $50, $100, or even $500 right now to help me fight back?'" [HuffPost]

Franks gets results: "House Republican leaders have added rape and incest exceptions to Rep. Trent Franks' bill banning abortions after 20 weeks, two days after the Arizona Republican's assertion that pregnancies from rape are rare sparked a backlash. The modifications to H.R. 1797, which leaders plan to bring to the floor for debate next week, would allow abortions after 20 weeks if the rape or incest involving a minor has been reported to 'appropriate enforcement authorities.'" IMF: SEQUESTRATION HURTING U.S. RECOVERY - The organization that spends half its time telling countries to cut spending is telling the U.S. to... uncut spending. Shahien Nasiripour: "As much as half of U.S. economic growth this year has been slashed due to tax increases and indiscriminate federal spending cuts known as sequestration, according to a sobering new forecast by the International Monetary Fund, which urged lawmakers to repeal the cuts. Risks to U.S. growth are 'modestly tilted to the downside,' the IMF said in its annual report on the nation's economy, as a reduction of $85 billion in government expenditures this year due to sequestration has dampened demand and investment, just as tax hikes have taken a big bite out of U.S. paychecks and reduced household spending. The IMF estimates growth of just 1.9 percent this year, as Managing Director Christine Lagarde said 'very significant' decreases in federal spending and higher taxes may have reduced growth by up to 1.75 percentage points." JEB BUSH: IMMIGRANTS BREED LIKE RABBITS - His presidential ambitions are totally shot if he starts suggesting we put particularly successful foreigners with work visas out to stud. WaPo: "Former Florida governor Jeb Bush (R) argued Wednesday that the United States should pass immigration reform because the U.S. economy needs the labor of young immigrants, and immigrants are 'more fertile.' 'Immigrants create far more businesses than native-born Americans,' Bush said at the Faith and Freedom Coalition's Road to the Majority conference. 'Immigrants are more fertile, and they love families, and they have more intact families, and they bring a younger population. Immigrants create an engine of economic prosperity.' Bush said immigrants are an advantage that the United States has over China, Europe and Japan, which don't have the same immigrant tradition and are struggling to find young laborers." [WaPo]

PAUL RYAN: ROMNEY/RYAN LOST BECAUSE OF OBAMA'S PROMISES - Technically, Ryan attributed the loss to the administration's Obamacare "promises," which conflicts with Mitt Romney's "gifts" analysis. WERE THE GOODIES DELIVERED OR NOT, GENTLEMEN?!? Politico: "Rep. Paul Ryan (R-Wis.) said Friday that he and Mitt Romney lost in November in part because they were arguing against the 'empty promises' of the not-yet-implemented Obamacare law. 'This was the challenge that Mitt Romney and I had in this last election ... we had to argue against the promise and the rhetoric of President Obama,' he said in a speech at the Faith & Freedom 'Road to Majority' conference in D.C. 'The great soaring rhetoric, all of the empty promises.' 'Remember in his first two years, he passed his big program, but he didn't implement his program,' he continued, referring to Obamacare. 'Now, in his second term, we're seeing it implemented -- and it's pretty darn ugly.'" [Politico]

PRESIDENT'S TRIP TO AFRICA VERY COSTLY - WaPo: "When President Obama makes his first extended trip to sub-Saharan Africa this month...Hundreds of U.S. Secret Service agents will be dispatched to secure facilities in Senegal, South Africa and Tanzania. A Navy aircraft carrier or amphibious ship, with a fully staffed medical trauma center, will be stationed offshore in case of an emergency. Military cargo planes will airlift in 56 support vehicles, including 14 limousines and three trucks loaded with sheets of bullet­proof glass to cover the windows of the hotels where the first family will stay. Fighter jets will fly in shifts, giving 24-hour coverage over the president's airspace, so they can intervene quickly if an errant plane gets too close. The elaborate security provisions -- which will cost the government tens of millions of dollars -- are outlined in a confidential internal planning document obtained by The Washington Post...The president and first lady had also planned to take a Tanzanian safari as part of the trip, which would have required the president's special counterassault team to carry sniper rifles with high-caliber rounds that could neutralize cheetahs, lions or other animals if they became a threat, according to the planning document." SUBSTANCE THAT TEMPORARILY MAKES LIFE MORE BEARABLE POPULAR: POLL - Emily Swanson: "Most Americans continue to support legalizing medical marijuana, according to a new HuffPost/YouGov poll, and most think the federal government should refrain from prosecuting patients and dispensaries in states where it is legal. According to the new HuffPost/YouGov poll, 60 percent of Americans say they favor allowing doctors to prescribe marijuana for their patients, while only 26 percent are opposed. Democrats and independents in the survey were most likely to support legalizing medical marijuana, by a 69 percent to 21 percent margin for Democrats and a 61 percent to 24 percent margin for independents. But even among Republicans, more respondents supported than opposed allowing medical marijuana, by a 46 percent to 38 percent margin." [HuffPost]

BOOZ ALLEN IS, UH, HIRING A 'SYSTEMS ADMINISTRATOR' IN, UH, HAWAII - Defense News: "On Monday Booz Allen Hamilton fired Edward Snowden from his top-secret $122,000 a year job as a systems administrator in Hawaii...The same day that Snowden was officially terminated, Booz Allen posted a listing for a 'Systems Administrator, Junior Job' based in Hawaii. 'Secret clearance is required.' The specific government agency is not named but the successful applicant will have a '[k]nowledge of DoD Secure System Configuration tools and methods, including STIG's, VMS, and Gold Disk to scan and remediate systems to maintain compliancy.'
